New Holland 2120 dead headed pump

A guy repaired the hydraulic pump for me and I just installed it. It seams to be working the way it should. The transmission and clutch are good. I am having a problem with the steering. It steers to the right very easy and strong but it barely moves coming back to the left. Turning to the left it will only return to center so you cannot go left. When turning left it sound like a power steering pump low on fluid. Do I have a bad orbital valve? Do I just need to work fluid through it? By steering hoses were just replaced so the system was pretty dry.

I figured it out. There are four ports on the steering valve. One port has a built in check valve and it was in the wrong location.
