All fluids and filters changed. 3-point lift will not pick up heavy equipment - need pump rebuild?
Inner rear remote raises but will not move forward to retract or float. - another rebuild?

If all you did was change the fluids and the hydraulic filter, there's no reason why the lift should work any different than it did before you made the change. If it picked up heavy equipment before it should still do it now Your pump is a gear pump and so it should prime itself. Cycle the 3 point several times without weight on the hitch. You may have air in the lift cylinder that's hasn't been displaced by fluid.
