It isn't unusual to have injector pumps rebuilt. However it is such a highly skilled type of mechanical repair and so exactling that it is almost always done by a professional shop that does that and nothing else. There is one person on TBN that thas surch a shop.

But because the work is so specialized, I've never done it myself, and I don't know any mechanics that have. Worse yet, I have never even tested one. & don't even know the answer to your question.

What about the return line?
I do not plan on rebuilding the pump. I do have a very good engine machine shop I use l. Being that this pump is so cheap compared to what I normally work on. I’m going to replace it. Just surprised that no air is bleeding though.

Only return lines are off the injectors. Nothing off the pump.

I had the same thing happen to my New Holland 2006 tc30D,

thepumpguysc rebuilt the pump for me. Works good.​

If you can a new one at a good price that is the way to go.

Some machine shops have a good pump guy and some don't. The tolerances on injection pumps are tighter than most auto machine shops deal with, but of course diesel machine shops know about them and do them.... or more likely they sent them out to someone they trust. Same with injectors.
But I'm with you, I like to replace with new rather than rebuilt parts when I am certain that I have identified the problem. It's simply the cost of being in business.

Regarding air not bleeding through, do you think it could be the difference in air vs fluid pressures?

Yes, I agree. The return line is off the injectors, not the pump.
What I was saying was check the far end of the return line is plugged into the fuel tank and not somewhere else like the crankcase vent. It would be a simple error, but about the only thing that I can think of that is not the injector pump.
