My TC45DA hour meter recently died. I'm assuming that the bottom access panel below the steering wheel would have to be removed to access the meter. Hopefully the upper panel containing the meter would not have to be removed. Until I can access the meter, I don't know if I have a bad/corroded connection or a bad meter. Any way to test this analog meter? Any thoughts or comparable experiences on this? Thanks.

Your tach is electrically driven from a wire from the rear of the alternator. Refer to this thread for more information.

Had the same issue on my TC45DA a while back — turned out to be a corroded connection behind the lower panel, so you're on the right track starting there. I didn’t have to remove the upper panel, thankfully.
