While not an expert, my understanding of the newest IRC is that mid span blocking is no longer required on joists with a ratio of <= 1:6 (basically 2x12 or smaller):

R502.7.1 Bridging.
Joists exceeding a nominal 2 inches by 12 inches (51 mm by 305 mm) shall be supported laterally by solid blocking, diagonal bridging (wood or metal), or a continuous 1 inch by 3 inch (25.4 mm by 76 mm) strip nailed across the bottom of joists perpendicular to joists at intervals not exceeding 8 feet (2438 mm).

Exception: Trusses, structural composite lumber, structural glued-laminated members and I-joists shall be supported laterally as required by the manufacturer’s recommendations.

Best practices might say include the blocking.

Some builders add solid blocking that they cut from scraps and lengths afterwards in which case the stagger them slightly nailing from the offside.
Then again there is a metal design that they install in an X fashion that requires no nails. Fast and easy.
They sell for minimum $$'s and compete well with wood alternates with labor being minimum. (I have used them and like them).
For sure I would insist on any style of blocking.

Appreciate all of the feedback. Please keep it coming. I'm going to talk to the builder about blocking. Framers said it wasn't necessary.

Framer says not necessary but it is not his house.
For a few hours of blocking I'd insist on it even if they make it an extra.
I have walked on just a few too many springy floors.

I would defiantly have a 1x4 strap nailed down the center of each span to hold the joist vertical. All you have to do is walk on it to see if it's springy or not and make your own judgment.
