From what I can find out, the plans were good, but the people refused to leave (and in all fairness, some were sick or otherwise could not leave). But prior to the storm hitting, there were all sorts of notifications to get A) OUT OF TOWN or B) TO THE SUPERDOME.
For whatever help it might do, I sent out a message to a bunch of my business buddies around the nation to buy some mobile homes or even some camping trailers and haul them down to New Orleans. I figure people need places to live more than anything else. There are places that have jobs, but the people who can work have nowhere to live. I'm not sure if we will pull if off, or even if we would be allowed to haul them down there, but we are going to try. But not to New Orleans. That place needs infrastructure repair. But some of the surrounding towns have water and sewer and some homes, we'd probably take the campers/trailers to somewhere that could handle them and slowly the infrastructure can be rebuilt and people can move back to the worst areas.
