Not sure I understand the question. What rpm is it measured at? They don't elaborate. These are peak numbers, no?

For pto hp to be meaningful, it should be quoted at 540 rpm (or 1000 rpm on some of the bigger tractors, or both speeds) because that's the limiting speed on the implement(s).
Most tractors do not obtain pto speed at max rated rpm; it's somewhat less. I have a Ford 4610 and rated speed it 2200 rpm and pto speed is obtained at 1800 rpm. The pto HP quote at 540 pto rpm(1800 engine rpm) is 46 hp and the engine max hp is 62 hp @2200 engine rpm.
I have had a problem with a lot of the TYM specs. I think they throw a lot of numbers around with out using them correctly.
