no hi idle 440 b bobcat

Hello all I have a interesting problem I bought a new carb , fuel filter , pickup tube ,fuel pump used but seems to have good pressure . My 440 b 18 hp kohler [gaspot] wont go above idle it tries to stall out I am wondering if maybe it is governer related any indeas any information or ideas would be helpful.

What happens if you close the choke some when throttling up? If it tries to gain RPM with choke closed, problem is fuel supply. Could be float height adjustment or fuel/air mixture screw(s) not correct. Just because it is new carb does not mean it is set correct.
Have you checked the ignition electrical?
