This didn't happen, but was suggested and immediately squelched by me. Even if the PTO is off, a mower (finish mower, bush hog, whatever) it's very dangerous to ride on. There are moving parts on the 3pt hitch, such as the "U" shaped pivot that the top link attaches to that could take a finger off easily if someone put their hand on the bracket. Rear scoops are also off limits, a bump could cause it to trip and someone could get hurt easily. Also, don't allow anyone to ride on anything that they could fall off the front of and get run over by. You even have to be careful with trailers and wagons. Make sure there is a front panel or something to keep anyone from falling off the front and getting run over. I guess a trailer, wagon, pallet mover or carry all would be OK as long as you're careful, but mowers, rear scoops, or anything else, such as standing on a grader blade and holding onto the back of the tractor seat, are accidents waiting to happen!

You can still use the wife as ballast if you use the proper precautions, such as proper containment and restraints for safety purposes. Especially if she sees your post about using her for ballast. :)
