Stuff like that is pretty common from what I have seen.
We have a funny project going right now with Corps of Engineers. There is a 48" concrete discharge line that runs under the dam. It is to be used when the lake reaches a certain level and then the water can travel through the pipe and be discharged into the creek. Somehow the middle of this 600+ ft long pipe has sagged about 4 inches for about 120 ft. We are going in and installing a spiral wound liner inside the concrete pipe to keep 4 inches of water from collecting in the sag. Cost for this project is nearly a million $ and the best part is that since the dam was built water has never run through this pipe, never.
