To accurately answer the question the OP posed, more information is needed.....
First, "off-road" diesel is untaxed (or taxed at a lower rate), that is perfectly true in the US. Second, off-road diesel, may or MAY NOT actually be "ULSD" (ultra low sulfur diesel) that is REQUIRED on all "DPF" equipped engines. Q: what sulfur level is the fuel? Many older off-road engines are intolerant of ULSD due to the diminished lubricity of the fuel, therefore the refiner/distributor may be offering this higher sulfur fuel to the off-road market.
An important fact is that all ULSD fuel MUST BE LABELED as such and all diesels with a DPF REQUIRE ULSD fuel, so it the pump does not have the "ULSD" label, DO NOT USE IT!
Bio-diesel or not has absolutely ZERO negative impacts on a DPF filter, in point of fact, biodiesel blends actually produce LESS soot that the DPF is designed to limit, so it cannot hurt the DPF at all. Now, depending on the blending stock, there may be negative pour-point impacts in cold weather. Additionally, biodiesel actually lubricates the fuel system better than neat diesel does.
