I have a new King Kutter Rotary Harrow. Rotary Harrows are marketed toward horse arena maintenance, but I use mine primarily for woodland trail maintenance, a variation on your requirement. The ground-powered spikes can penetrate up to about 2-1/2" while the harrow spins, spikes tear out established weeds including spreading Rotundfolia grapes, which are weeds here, and leaves level terrain in its wake. (Sandy-loam with soft limerock in Gilchrist County, Florida.) The spinning action throws out the trash....I have only rarely had to lift the harrow to pull out a jammed limb or root from the tines. Rotary Harrows require very little tractor horsepower. I pull 60" model behind my Kubota B3300SU / 33-HP, usually in "M" on the HST with no sign of load at all. KK also produces rotary harrows in 72" and 84".
There are no answered threads on TBN to "ROTARY HARROW", I intend to post when I have more experience. Nor are there any films on Youtube for small rotary harrows, other than specialized lightweight arena harrows.
