Oil level phd

Just got new to me old phd, checks out ok cant find no name on it anywhere and can only find fill hole on top of gear box but no side check hole? i have looked at others at TSS and noticed the have a check plug about 3/4 up on gear box? when i take out fill plug and look in about 1 inch or so down is a big gear it has gear lube on it but level is below it? My qiuestion is should i fill gear box up to gear? there is no signs of leaks right now. Thank you for any and all advise.

Just guessing the level on the TSC boxes may be about right for yours. I know they can be overfull and build up pressure causing blow by around the seals. Ken Sweet
