Woods BB 720 with emulsified gear box oil

Have you given it a though to drill a hole in
the bottom to drain it and tap and put a bolt
or purchase a plug to put in it?

Bought a Alamo flail with the same problem. Previous owner said he changed the gear oil. It does have a drain plug. Could not tell if fill plug vented so replaced with a sintered bronze vent plug. Before it had some pressure.

Gear oil is made to emulsify with water to suspend contamination. Changing it will remove water. Might take a couple of times.

17 years outside will kill a rotary cutter in our climate. We try to keep that kind of equipment under cover or put tin roofing over gearbox.
