The pins are at different levels because after the first pass one tire, the right I think, will be in the furrow you just made. The different levels of the pins keeps the plow level.
On some plows, like mine, the frog(?) that holds the moldboard itself will move. But, there is supposed to be a shear bolt in place to keep it from moving backward. This makes it so that if you hit a stump or large rock the shear bolt will break and allow the plow to swing back. That way you don't seriously damage the plow or tractor, you simply replace the shear bolt. Your shear bolt may be missing.
