With a little dealing with your dealer you can probably get a new tractor and backhoe that will work very well in your application for around $20,000, less if you choose one of the smaller units. You may end up paying a more for a brand new tractor. But, you'll have no concerns about previous abuse. And, in this case you get lots more PTO power and the potential for a mid-mount mower.
The B21 has a 7.5' dig depth, the BL4690 and new BH75 backhoes also will dig 7.5'. The smaller B4672 backhoe will dig 6.5'.
The least expensive set-up may be the B7800, BL4690, LA402 combination. Work with your dealer to get the price down. If you want a smaller (B21 like) size, look at the new B2630, BH75 and LA403 combination. It'll work in your application, but since it's a new model getting the price down will be more difficult.
Don't select the smaller backhoe option on a bigger tractor. For your landscape work you'll want the biggest loader and backhoe options that will fit the tractor. The longer reach of a bigger backhoe will pay off with less re-positioning of the tractor to dig.
