own a 5203 JD and have a problem with the 3pt stuck in the up position

Does anyone have some basic instructions on pulling out the Rockshaft Control Valve and cleaning the control valve body?

Welcome to the forum.
What makes you think it needs cleaning? other than it is stuck in up position. What is the history of the tractor that might lead you to think it is dirty?

Is it stuck with an attachment on it?

Took it into the dealer and they diagnosed that this probably the problem. They can fix it early next week, but I thought that I could learn something / and hopefully save some $$ by fixing it on the farm.

There is nothing attached to it, it is stuck in the up position. We tried adding a little pressure to it while at the dealership but it did not move.

If you are thinking of doing it yourself, I'd suggest to get ahold of a tech manual, comes in CD. Well worth the bucks to have it on hand, and about equal to one hour of shop labor. For sure, you likely can do it yourself, and used to such things on the farm.
Hope you take pics as you go, for others to see.
There are trouble-shooting suggestions in the tech manual too, that may bring about a fix without taking it all apart.
