I think what PT needs to do is to provide some sort of shipping anchors as mentioned. But I wouldn't weld them on; I'd bolt them on (so that they can be removed) and paint them bright yellow (so that they can be identified as shipping anchors). Add a few stickers with big arrows on them that say "shipping anchors" and all should be good.

It might be desirable for these anchors not to be at the absolute bottom of the PT frame because different shipping containers (trailers, etc.) have different places where things can be tied down or secured otherwise. There's really no reason for the equipment to arrive with any damage at all. It comes down to preparation for shipping and then the care exercised by the carrier. Sounds like Power-Trac doesn't seem too concerned about either.
