I"m guessing the neighbor with the VOM checked for voltage on the coil side of the relay, if not the relay is not yet condemned. I had a glow plug relay out on one that drove me nuts for over half an hour. YOu could turn on the glow plugs, get no voltage on the buss bar. but unplug the bus bar from the relay and have 12 volts. The contacts were allowing voltage to pass, but no amperage, with any load, the voltage was dropping to almost zero. Replacing the relay solved the problem.
