3-Point Hitch Position control

This may be a stupid question because I just bought a 3535 with front end loader. My question is about the 3 point position control/draft control levers. I don't have a 3 point attachment yet, but was going over the tractor once I got it home and when I move the levers up or down (position control), the arms on the 3 point aren't moving. I tried the draft and they move but very little. Do you have to have the weight of an implement to have these move? If not, what am I doing wrong. It doesn't make any sense to me and I consider myself pretty mechanically inclined. Somebody help.

put downward pressure by using foot or hand when lowering them. I think that is your problem. I'm assuming you don't have a stop on the lever making it impossible to go lower...if there is, it should be adjustable.

Thanks...gave them a good crack with a rubber mallet and they are working as they should.
