Power steering leaking

1977 Ford 3600
I replaced the power steering cylinders on each side of my Ford 3400 and finally started up my tractor to test it. Bubbly oil started pouring out of this pop it behind the steering column. Anyone know why or how to stop it?

It looks damaged, so, maybe replace it

To me, that looks like it's just a vent for the steering box, however, if it's leaking from there, I would say there must be an internal leak on the hydraulic components of the steering box and are over filling the box, them pouring out of the vent.

Is that a weld and sealant all over the area too? It appears some trauma has happened there. The poppit is dented too, which would likely affect its ability to seal
