Power steering trouble

I pulled my power steering cylinder and replaced seals reinstalled and added 3 quarts of fluid but steering not workin local new Holland dealer said it would take less than 3 any help would be appreciated

Your plea may be lost in the hundreds of threads, because the subject title is not specific to the problem, nor is the thread in the New Holland tractor board. Just sayin...

A better explanation of the problem and history of what is happening (now and leading up to now) will help get a solution much quicker. Stick around, for there are many here who can help you find the problem and come to a solution.

Look in your service manual. The system has to be bled, it is air locked. There is also fill level lines for cold and hot on your srick or in the resevoir.
