Sometimes you just have to get them into a headlock before they will listen.

I was finally able to catch up with my neighbor to talk about his contractor mowing and spraying my property. Told him what his lawn contractor had done and he was quite surprised. Next I told him about the State of Maryland had planted the tree stands and that maintenance was under their supervision for the next 15 years including the grass. Then I went into how this could be very involved if the State wanted to pursue it. The tone of the conversation changed on the spot to apologize and it would not happen again. So we will see
maybe his contractor don't understand English well enough, those are the cheaper contractors!.

Good to hear. A peaceful resolution is always best.

Radio, This contractor understands English very well being middle-age American. The owner and his family are from Pakistan.
The interesting part was that he did not understand the issue until I brought up the part with the State of Maryland and the implied consequences. Then he understood very clearly this was not good idea to play dumb.

Now that I have this problem solved I the next problem is another neighbor that has an aggressive dog that confronted me today on my property. Fortunately the dogs owner heard the barking and called the dog.
A few weeks back it happened also when I was walking Cody our Sheltie dog. He was trying to attack Cody and I was kicking it hard with steel toed boots to back it up. Discovered later dried in blood in his fur. Another neighbor has also problems with that dog and had dogs injured requiring vet attention. He has talked to the aggressive dogs owner many times to no avail.

Shoot it.

That's always the first solution. How do you know that the poor dog didn't have a bad childhood, or maybe he's supporting his aging mother and just needs to go on a tear once in a while. Perhaps the OP should try to reason with the dog and make it realize they are friends, and there's no need to carry on the way that he does.

But probably not.
