The Iseki manual for the GC1720 does list a "Governor, all speed."  I hope I haven't been coming across as argumentative, it's just that I initially do not accept any info that comes from the internet, and...you guys are, after all, the internet.
 
I have noticed that the rpm's will drift down over time, regardless of load, while I'm using a PTO chipper shredder and I have to occasionally manually reset the throttle lever. I think that must be due to the throttle lever gradually moving on its own due to vibration so that the governor "thinks" that I am readjusting the rpm's down.
