My 670 is a gear machine, so this may not apply. I engage the PTO at 1200 RPM or so, rather then at rated PTO RPM. Once engaged, I'll increase the engine speed.
The dealer and manual recommend engaging at a lower RPM like 1200 and then bringing it up to speed. Disengaging at a idle is also recommended, but in an emergency disengaging at any RPM is OK.
On my older machine I simply lower the RPM's down to about 1500 or so and then engage. After that I just crank up the throttle and it is a much smoother transition. I noticed that when I engaged at higher RPM's I had the same problem.
