My Wallenstein chipper is the only implement, I own, with a PTO shaft. The shield safety chain is fairly long. I run the chain thru one of the unused 3-point arm adjustment holes and snap it back onto itself. There is plenty of slack to raise/lower the chipper.
Lord knows - I grease that PTO shaft & shield. The shield usually just "floats" and the safety chain will seldom wrap around the shield.
