3-Point Hitch PTO won't go into neutral

shift lever does move between the two speeds of the PTO, but can't find neutral. bushhog is attached and remains spinning as long as tractor is running. Will try removing bushhog to see if there is any play (forward or backward) in the PTO shaft and whether it can be turned by hand.
