On the yanmar.. there are some inplements.. like the tiller. that are made to use the higher speeds.

Also.. in 2nd range 7xxrpm... you could run very low pto loads at proper us 540 speed.. with a lower engine rpm.. for instance.. a broadcast spreader.. etc.

My Kioti has selectable 540 or 1000 pto speeds. You can buy implements that are geared for 1000 rpms, but they are fairly scarse. I run my 540 rpm rear finish mower at the 1000 position but at about half the engine speed. It runs quiter and still has enough torque to do the job. I also run my rear snow blower at 1000 setting at half engine speed because my reverse gear is a little to fast at full engine speed.

For most types of work it is rare to run at 540 rpm, such as running a rotary mower, it is not necessary to run at exactly 540 rpm. You get a feel for the needed RPMs as you gain experience.
