They don't pay for it. They actually mandate that the manufacturer's must pay for emissions related repairs for X amount of years, well beyond the regular warranty. That is part of the massive increase in cost we see every time new standards are required. Customers are paying an extra built in "just in case we (the manufacturer) have to replace emissions stuff 7 years from now" fee.

In simplest terms; the particulate filter requires cleaning which the engine manages itself. "Regen" (short for regeneration) is the cycle of cleaning itself.

I have a 2012 LS 4041H, does mine regen?

No, I don't think so. I don't know the LS models that well, but if it was manufactured in 2012 it is likely an interim tier VI, not final tier VI and won't have a Regen.
