I agree with all the other posters - this is not normal. I get a little of your symptoms if I try to turn the wheels on pavement on lowest idle rpm. A few more revs and steering is easy and smooth.

I think it is time for you to drive another unit, so you can experience what normal is. Does your dealer have one on the lot? One coming in? If not, try another dealer. Once you know what normal is you are in a position to demand the Factory Tech drive yours and another, in your presence - then let him try to tell you about normal.

Bad steering is not normal, but it is UNSAFE. I would stress the safety issue with your dealer and with Deere. Back it up with a polite, but tough, registered letter to both, as well as a demand to fix promptly, or replace the machine.
