I'm new to tractors and most everything agricultural. I have a small pasture that had a mini oval horse track (1/4 mile x 10 ft wide). Grass has grown into the track. I tried using my box blade to scrape the track clean, but all that did was plug it up.

What is the best way to tear up the grass so I can then level it with my blade?

Sounds to me like you will need a disc harrow or plow to break up the ground and bury the vegetation. You might want to let the vegetation to rot for a while (keeping it busted up in the mean time) before leveling. I did this on a 1/4 mile driveway I built to my house. Kept the ground torn up, leveled as best I could, then started laying down gravel. Now all I do is drag the wheeled boxblade up and down it from time to time to smooth out the potholes.
Is there a different method for a track?

Spray it with Roundup or some other type of herbicide. If the track was in any kind of shape before it was over taken by grass, you might not have to do much when the grass dies.
