There is no California style restriction requirements on flow rates for Canadian faucets, shower heads, etc.. The reality however is that most of the stuff sold at a Canadian retailer is made for the "North American" market and often has the restricted flow rate anyway. The most common difference is that instructions are in English and French rather than English and Spanish.
As mentioned above, it's pretty easy to get around the flow restrictions by easy modifications.
It's one of my many pet peeves that because Californians have no water the rest of us must suffer through low rate showers and faucets. Here in the Great Lakes states we have more than enough water. In some rust belt cities estimates are that as much as 40% of water taken from the lakes is lost to leaks. No big deal, it isn't going anywhere; it just reenters the groundwater system.
Some eminent scientist or another likes to comment that we're all drinking dinosaur pee.
