You will have to get up to it and get a good look at the ting. That doesn't look like any cultipacker I've ever seen, but I haven't seen very many.
If I wanted one I think I'd try some corrugated culvert pipe filled with concrete and a pole sticking out the center of either end.
Technically they are seeders and not massive like the old ones. The nice factory 3 point hitch sold me on Brillion.

Our 5' Billion came with a rusted out seeder box due to being used as a fertilizer spreader. Your photo looks like half of a traditional culltpacker to me.

It's the only kind I've seen. I expected Frontier would have the newest most-est improved on their website. Do they call the new ones cultipackers?

This company builds a seeder that they put a cultipacker on but they call it a spreader
I wonder if the skid steer tracks have a negative effect on the packer's job.
