The break in the levee of Lake Pontchartrain was due to an effect known as seiche.When you get a rapid change in barometric pressure with the passing of a hurricane the level of water in a lake also changes. This in turn creates an effect like the slopping of water back and forwards in a bath. The water slops over the levee causing the break. Lake Pontchartrain was particularly vunerable to this because of its size and in relation to its depth.

Seems like some time back This Old House did a project down south. One of the excursion trips was to Lake Pontchartrain and the pumping station. I don't remember the details but there were huge pumps constantly running to keep N.O. dry as it sits below sea level. Anyone else remember that?

Robert, the current issue with Folsom Lake is that in order to obtain the level of flood protection they want, they have to wait until the lake rises to the gates to even begin letting water out. If the gates were lower, the level of protection could increase considerably since anticipated flows from heavy rains or snow melt could be released much earlier. The American River can sustain flows of 115,000 CFS indefinitely, after that, the levees become vulnerable. In 1986, the flows exceeded 135,000 CFS which was causing boils or seepage under the levee system. After 160,000 CFS, its going to breach the levees. It is now being said that if we loose control of the American River, the monetary damage could be expected to exceed that of New Orleans in terms of real estate destroyed. It has been an eye opener all over again for this area or at least Sacramento and those cities to the North and South. Like New Orleans, Sacramento pumps its storm water. In the downtown area, several banks of pumps with 1000HP electric motors sitting side by side 10 long move massive amounts of water. I do not know if they have secondary electric backup. Fortunately since 1986, the slurry wall has been implemented on much of the levee system. Did you ever see the excavators used to cut the trench down the levees? The boom and dipper must have been 70' long. Rat...

PS, the picture shows how a full Folsom Lake broke open a radial arm gate which caused world wide concern since many dams use gates like this. It took several days for the lake to lower to the level of the bottom of the gate. Even at that, the lake still had lots of water.

Maybe they should install siphons. The Hiwassee River in East Tennessee is directed through large siphons run over the mountain, and the water is used for hydroelectric generation.

I remember that picture; I'm in it. The guy in the white hardhat... Ok, not really /forums/images/graemlins/grin.gif Remeber the guys in kayaks that jumped on the river right below the dam riding those giant haystacks? Ya, I know about the goings on with Folsom, and the levees. Been in this area forever(well, since birth...). My Dad used to know folks who had ranches and houses before the lake was built, that were covered by the new lake; he watched the whole thing from ground breaking on.

I watched the Foresthill bridge rise out of the canyon in preperation for Auburn Dam too. Sac could certianly use more protection, especially the way they continue to build in flood plain(Natomas).

Actually, Sac is a lot like N.O. Unlimited growth in known documented flood plains, that have questionable protection...
