The fan wont accomplish anything. the moisture is all the way through the wood and it will just take time for it to dry out. The drying process causes paint and stain to fail, it also causes the wood to twist and shrink. You can't do anything about the shrinking. If it happens, it's just another something to deal with afterwards. Smile and keep going.
I would install the lumber as soon as you can, before it starts to twist on you. Once locked into place, it will remain there like it should. But remember, when building a house, using all kiln dried lumber, there will always be that one, and sometimes a lot more, stud that bows out on you a week or two after you are done framing.
I wouldn't add felt or flashing on top unless it's needed to keep out rain. On my own buildings, and what I do for clients, I like to put down a termite barrier under my sill plates with caulking below and on top of the barrier. A termite barrier is just metal flashing that sticks out from the slab and the lumber so that when termites come out of the dirt, they climb up the concrete slab, hit the metal and then are unable to go upside down under the metal, and then up and over it before getting to the PT lumber. I use the caulking to keep them, and ants from being able to get through under the metal termite barrier, or over it, and under the lumber when it shrinks.
