I am only guessing, but surmise the resellers are cutting in a new tread pattern into the existing tire or retreading the aircraft tire to produce R1 or R4.
You could max out the air compressor which on mine is about 140 psi and then use a nitrogen tank to top it off to the correct pressure. The cheaper option would be to use a scuba tank which I can get filled for free. Since it is a tractor less than 50 PSI is plenty. The biggest problem is the tractor axel is not rated to 96K.The 46k and 50k load rating is probably a bit overrated in the application. They would only meet that rating at the appropriate pressure, which I doubt a homeowner ~100psi aircompressor can muster
