Where does one go to get this done?
Dynamic balancing us usually done at ALL OEM auto dealerships and major brand tire stores. A tell-tale of a dynamic balance is the use of SMALL balance weights on BOTH sides of the tire-wheel assembly. Sometimes these weights won't be at the same radial position because of the cause of the imbalance.

An for Heaven's sake, never accept a new tire where the balance weights are very large (heavy). Most new weights are not lead (environmental issues), they can be tungsten or some other heavy metal and are glued or clamped on. There is a major flaw in the tire from a mold issue, a belt splice overlap, a missing tire component, or a careless layup by the builder. (Tires are essentially still made by hand).

And make sure they clean the crap out of the inside of the rim before mounting new tires. When and if the mud, dirt, stones, and tar wash out, you will have a major imbalance present that the balancer compensated for. And have them balanced at the pressure you will be running in case the flaw is in the belt or sidewall. That component will move radially as you change pressure.

i know this isn't your problem now, but lack of tire rotating will cause cupping.
