There are basically 2 fuels available in the US, #2 Heating oil and Ultra Low Sulfur Diesel. Heating oil is for heating only, not ANY kind of motor fuel. The sulfur content is >3000 ppm. ULSD is either clear (undyed) for road use and dyed for off-road use. Its sulfur content is <15 ppm. The dyed is also used for government and municipal vehicles including AmTrak(tax exempt).

I kind of think you're wrong, this being 6/2014. At this point, sulfur in HHO can not be stated to be over 3,000ppm. I think you're information is kind of behind the times.

I didn't realize it is now 500 ppm for heating oil.

And many refineries are selling dyed ULSD as HHO because that way they dont have to store both...

What is Clean Diesel?
Ultra-low sulfur diesel (ULSD) is diesel fuel with 15 parts per million or lower sulfur content. ULSD combined with advanced emission control technologies is referred to as clean diesel. This type of diesel is now the only diesel fuel used in all on-road diesel vehicles as of 2010. The sulfur content of ULSD has been reduced by 97% compared to diesel fuel used in the past. Biodiesel is also considered a USLD because it contains very low levels of sulfur.
Currently in NY state, Home heating oil has <15ppm sulfur. As of July 1, 2014 HHO will be required to be <15ppm in CT. and most all N.E. States will follow in later years.
LSD is dyed off-road, low sulfur diesel fuel (500 ppm sulfur which meets US EPA regulations) as opposed to clear on-road diesel which makes you fight to get your tax money back from the feds. If LSD is available anywhere it is mainly for use in pre 2007 vehicles.
I don't know of any place in my area that sells Low Sulfur Diesel. Doesn't matter to me since I have no vehicles that could use it.
