Spigots with 90 degree cutoff valves and locking handles (takes a pad lock) are standard fare for overhead fuel tank use and for drums laying on their sides on a cradle. Should find them at most ag stores, even the upscale Ag-ish "boutique", TSC.
If the "secure" reference was to the whole container not locking the valve then heavy steel strap around the drum and an pad lock. Ultimately, there is no theft proof container, just less easily defeated ones.
