I did the bungee cord thing on my chutes for years, then upgraded to a discharge chute cover made by Advanced Chute Systems on both of my commercial mowers. 99% of the time the chute is wide open. It has a partially closed position that knocks down clippings similar to a standard chute, and fully closed it's great for mulching leaves. Closed it does leave a windrow, so it's not a real full time mulching solution.
I had chains on my 3 point rear discharge finish mower, and they become a solid mass of grass in short order.
