The smaller, lower hole may be for a bolt and bushing for use with the quick hitch. Then the top position is correct for the bar.

Interesting theory. Maybe you can explain:
1. Why is the bolt securing the flat bar the exact size that would fit in the lower hole?
2. Why does the bolt not fit the top hole and would likely shift in the larger top hole?
3. Where is the top link supposed to attach?
4. What brand of quick hitch has a top attachment to such a small bolt in the lower hole?
5. Is it odd that the top hole is a perfect fit for a CAT 1 top link pin?

Inquiring minds would like to know.

Alot of cutters were mfg and sold with a chain instead if down braces. Many many were sold. I have never heard or read about a single instance.

I have one bushhog 105 that was made this way. And a kk I converted. Never have I even come close to experience what is being described.

Some people like to make a big deal about nothing.

New information about hole sizes there, but some of my implements have a lower hole with a 1/2 or 5/8 bolt going through a much larger bushing for the quick hitch to connect to.

I have used different types of flex hitches and I think the bar/chain method is among the very best. It gives you a lot of flexibility and takes strain off your top link.
I think the danger of a cutter folding up toward the operator is way, way, way down the list of the things that can go wrong while using a cutter.

The slip clutch should be covered with a safety shroud. Typically it is fastened to the gearbox.

Looking at pics I think shroud is on backwards- slip clutch end is towards tractor

Maybe, but in my experience the shroud that covers the slip clutch is independent of the shaft guard. I still think it is simply missing.
