Interesting theory. Maybe you can explain:The smaller, lower hole may be for a bolt and bushing for use with the quick hitch. Then the top position is correct for the bar.

1. Why is the bolt securing the flat bar the exact size that would fit in the lower hole?
2. Why does the bolt not fit the top hole and would likely shift in the larger top hole?
3. Where is the top link supposed to attach?
4. What brand of quick hitch has a top attachment to such a small bolt in the lower hole?
5. Is it odd that the top hole is a perfect fit for a CAT 1 top link pin?
