I'd disc it and use a tire drag or equivalent hitched to the disc to you can do two things with one pass. May have to make several passes in different directions to get it leveled the way you want.

I would disk it up and then make a drag with something like a power pole to level the ground out and either make a separate drag with some chain link fence or attach the fence to the pole to put a finish graded surface on the soil. The fence will help break up the clods of dirt.

I had the same problem with my front yard...what I did was try to box blade it,but it wasnt to successful...I even applied glyopshphate to the 2 acre section 3 weeks prior and let it kill the roots. Apparently I didnt wait long enough as the root system was still intact enough to keep the box scraper from cleaning out....it just loaded up...I tried getting a farmer to disc it but he broke his disc on the 2nd pass and never returned(after 5 yrs of letting him plant 8 acres of mine free).....I ended up borrowing a 5ft rototiller and a Harley T6 rake,it was an older one with the dual rotation drums,but I made 3 passes with the tiller it,one straight,one 90 degrees to it,and one diagonal,and wow it came out great,the trick was to finish it up when it it was dry and dusty,then 3 passes with harley rake,...so if you can rent of get your hands on a harley rake,that is if your old 8N has a 3PH...it would probably do a great job...now that section is the smoothest out of all my lawn,you can cut wide open on the zero turn13mph),and its smooth sailing,i can cut that 2 acres now in 20 minutes with my 72" ZTR .
