safe/fun way to offer hay rides?

Wife said the best hay rides are with a horse or 2 pulling the hay wagon on private property:
very low noise, slow speed/low danger, and probably max fun.
Least that is what she said! I kinda have to agree with her.

hopefully there is no way to spook the horses. this may be more dangerous than a gear tractor in low range/high gear

A 6 year old girl near here fell from a hay ride on a flatbed trailer and was run over and killed during a parade a few years ago. The only way I see it could be semi safe would be to use a "slat sided" (not solid walls) cattle trailer.
I know I sound like the "fun police" or OSHA but can you think of the horror the driver and bystanders had to deal with that day (I can't begin to think of her families pain). keeping them "caged" looks like the best plan.

We were talking about having a hay ride on the farm this year. After reading some of these stories maybe I'll just hand out pictures of a hayride and call it even.
