Seized blade bolt on woods RM59

What's the best safest way to loosen the seized blade bolts on these machines?

Cut it off with an air chisel. You can’t reuse them anyway

I don't have a torch, but have a IR air impact wrench 380/780 ft lbs. Anyways some of the bolts I have had won't come off with this.

I found that a propane torch and a little time, (usually 5 minutes) and you get it cherry red and off it comes.

It’s a left hand thread. Turn it CW to loosen.
