If you you have a 17 GPM pump, then you should get 1 gal for every 3.529 sec. or every 15 sec you should get 4.25 gal.
Did you ever wire up the solenoids like I suggested? with the curl cylinder connected to the normally open section. The valve should pass 15 GPM to the curl cyl, with no voltage applied. Of course you don't need 15 GPM to operate the cylinders. The GPM just represents time.
I believe you are supposed to apply voltage before using the curl lever to control the grapple. You can test this off the tractor also.
There may be a condition, where if you move the curl lever before activating the solenoid, that the pressure might prevent the valve from shifting correctly.
