I hope that trailer is not loaded. That would likely be OK just to move an empty trailer. Except for the safety chains. And the break away cable is it hooked up either.

I don't get how you think that is likely to be ok. The upper receiver in those double decker receivers is for a bike rack or some similar accessory, not a full weight trailer. The trailer receiver is still supposed to be in the bottom receiver tube. He has two of them in use in the upper tube. The twisting and flexing action on that thing would be way outside of the original design, so no way to know what actual capacity it would handle safely. Even empty, that steel gooseneck trailer is not going to be light.
