I read into it that it was a spare tire that fell off, I'm sure you'd notice it if it came off an axle. Therefore this is an unsecured load issue more than a trailer issue.

Regardless, a person died because this putz didn't take time to maintain / check out the equipment being used.
What is the matter with people not securing a load? Absolutely inexcusable and now he has altered the lives of a number of people, especially the kids who will now recall this horror every spring day that comes along.
Guy should be flogged in public and photos handed out with trailer registrations. Oh wait, it wasn't registered either.
