My brother is a firefighter and got me a length of condemned hose. I cut off foot long strips of it and insert the strap through that and when I strap something down, I put that over any possible chaffing areas. Works brilliantly. The rubber hose inside helps keep it from slipping and the outer canvas layer is tough as ****.
Fire depts throw their old hoses away after it reaches a certain age (they always cut off one end first for some reason, maybe to prevent corruption where people give away/sell useful hose), so if you want a piece for this purpose it should be easy to obtain although you may need to wait a year or so until their disposal time.

I should be able to get some old hose, one of my daughters was a firefighter at a local station (about 45 minutes away). She still has some contacts there so perhaps I can get some. Thanks for the ideas.
