CalTrans' maintenance workers are told to run across the pavement clear to the center divider, or to the other side of a 2-lane road, grabbing an object from the middle of the road without slowing much. This is safer, less time on the pavement, than stopping at the object and looking back to judge traffic before running back to the shoulder. Also, the oncoming motorist can better predict how to avoid hitting the guy in the road if he is moving continuously in one direction. Not worth your life to stop on a highway and run into traffic for a ladder. I once lost a bag from the back of a cycle in a rainstorm on I-94 and stopped to go get it. Scary!! And that ended up on the shoulder.
