Yup. A ton or 2 of what looks to be sand. Nothing else holding it down. I'm gonna guess that it will start working it's way up pretty quick as it bounces down the road.

Maybe he put a scrap across the bottom and then dumped the sand.

I don't drive behind anyone towing/hauling loads of whatever, unless I have no choice... and then I give them lots of space.

It’s still supposed to be covered... assuming that it’s a commercial load. That’s one of the perversities of our legal system.

I guess I am more worried about the load being flagged rather than it coming loose. I知 pretty sure that material is going to hold the bars, unless they plan on driving cross country.
The steel hanging out over the end is at least 4 foot from what I could tell

That's rare... Anytime I tow darn near anything I get cut off and tailgated at the same time... and on auction loads I'm usually towing something strange like a 14k pound tractor, or a 14' wide disc (that was 11' wide while being towed sideways), or a complete cobble of stuff stacked in the most reasonable way I can figure :). The only thing I've lost while towing within the last 10 years is a bag of manure, bought it for tongue weight and one bag escaped...
